WHEREAS, the City Planning Commission filed with the Council on June 25, 2018 its decision dated June 25, 2018 (the "Decision") on the application submitted pursuant to Section 197-c of the New York City Charter by the New York City Department of Citywide Administrative Services, for the acquisition of property in the amount of approximately 18,000 square feet of space located at 4780 Broadway (Block 2197, Lot 13 and p/o Lot 20) for use as a library; to acquire irregularly shaped property along the Harlem River (Block 2197, Lot 47) to merge with an irregularly shaped City-owned lot to facilitate two regularly shaped lots with street frontage; and, by DCAS and the Department of Parks and Recreation (DPR), to acquire property along the Harlem River (Block 2183, p/o Lot 1; Block 2184, p/o Lot 1) for use as publicly accessible waterfront access, which in conjunction with the related actions, would facilitate a series of land use actions, including a comprehensive rezoning plan, to advance the goals of the Mayor's Housing New York: A Five-Borough, Ten-year Plan and to begin implementation...
