A Local Law to amend the administrative code of the city of New York, in relation to financial education for taxi and for-hire vehicle drivers

 

Be it enacted by the Council as follows:

 

Section 1. Chapter 5 of title 19 of the administrative code of the city of New York is amended by adding a new section 19-548 to read as follows:

§ 19-548 Financial education for taxi and for-hire vehicle drivers. The commission, in consultation with the department of consumer affairs and any other agencies identified by the mayor, shall engage in outreach and education efforts that are intended to inform individuals who are considering whether to enter into purchase, rental, lease or loan agreements for the purpose of obtaining vehicles for use as for-hire vehicles, and individuals who are considering whether to purchase, refinance or lease a taxicab license, about the costs and benefits of entering into such arrangements and transactions. Such outreach and education efforts shall include the provision of written materials created by the department of consumer affairs describing the common terms of such arrangements and transactions and access to counseling intended to help an individual understand the terms of such arrangements and transactions. Any materials designed for the purposes of conducting such education shall be made available in English and in the six languages most commonly spoken by limited English proficient individuals, as those languages are determined by the department of city planning, and in any other languages the commission determines to be appropriate. Such materials shall be available on the commission's website.

§ 2. This local law takes effect 60 days after it becomes law.
